what is the "official way" of resending a failed message? For example after a connection error when the connection is repaired.

there is no "official way". Some products try to resend the data with the same message id. We implemented it in the way that the resend mechanism is part of the backend (EDI/EAI system), e.g. the mendelson business integration.
