Invalid MDN: No Content Type Found

I am sending data to MEC-AS2 (unencrypted and unsigned)
MEC is writing the file to _raw_message folder and you can see the AS2 IDs and the raw data
Why doesn't it route the data to the correct inbound folder?
MEC-as2 gives the message AS2ServerRemoteImpl:Invalid MDN: No Content Type Found

Any ideas as to why this is happening?
